The Quemanni Nation (pronounced Kwee-mon-ee) is a loose confederation of a massive number of tribes and clans with a common culture, faith system, code of laws, and government system. Rather than have a tiered vassal system like feudalism, all clans act as a combination of family- and governing-units. Each clan is sovereign, holds its own land, and maintains its own variants of laws. The only form of nation-wide government is the tendency of all clans to recognize a type of conclave wherein a representative from each and every clan may meet and discuss issues of overall importance. Individual (dissenting) clans are not required (by custom or law) to abide by the decision of the conclave; however, a clear majority can and will resort to violence or other means of aggression or inconvenience in order to convince a dissenting clan to submit.
At first glance, this system seems doomed to fail and likely to lead to civil war. While inter-clan disputes happen frequently, they are almost always treated as personal disputes not to be interfered with, leaving an overall degree of order. The clans are also quick to unite against outside forces, which is the primary reason that the Quemanni Nation is recognized by the rest of Raigvell.
The Quemanni are very traditional people, not known to interact with the outside world unless absolutely necessary.
